Carina A. Southard (Member)

Carina, who is a graduate of Mansfield University born in South Korea with an extensive amount of exposure to the heavy construction industry now has career in construction managment. Carrie is very much a people person and is a major asset to the client  and the internal operations management of FLTC. Carrie is also pursuing to furthur her professional education in project and business management as she continues her journey to build a respectible and well known contracting firm. 

                                                                               Ryan D. Randolph (Member)

Ryan is an Elmira, NY native with a wide array of experience in the construction/project management field. After obtaining his bachelors degree in Civil Engineering degree from Clarkson University ('08) with a concentration in Construction Management he has since been consistently active in PM work throughout the Northeast. 

 

Craig A. Southard (Member)

Craig is an Elmira Native with a background in heavy/highway & utility construction. He has been involved in this field since obtaining a degree in Civil Engineering from Clarkson University in 2008 with a concentration in construction managment. With a thorough knowledge of Traffic Maintenance and Protection per PENNDOT and NYSDOT specifications ranging from simple rural setups to complicated interstate traffic closures he adds an immense amount of value and leadership to our team. 

 

 

 

                                                                          Kevin Fruitt (Project Manager)

Kevin joined the FLTC team in 2014 and has managed an extensive amount complex traffic zones since.  Kevin is extremely knowledgable and very well versed in the world of traffic control and fleet management.  Kevin provides project management skills, equipment management, and company direction oversight.

 Jeff Tarr (Lead Estimator)

Jeff  joined the FLTC team in 2016 as Lead Dispatcher. Jeff now  serves as the lead estimator and is immersed in our operations unit. Jeff provides several skillsets to our team including general contract management, client relations,  and a thorough knowledge of the MUTCD and all applicable specifications. 

                                                    Kalynn Watkins (Director of Administration)

Kalynn joined the FLTC team in 2022 as the Director of Administration. Kalynn leads all office activity, payroll, accounting, and client communications.  She also interfaces with all FLTC employees ensuring all adminstrative needs are met.  Kalynn provides years of expertise in account management, Quickbooks accounting, and client relations.

Jim Kettell (Human Resource Coordinator)

Jim joined the FLTC team in 2019 and has been a professional recruiter for over 15 years.  Jim is extremely knowledgable and well versed in the world of recruiting and human resourcing.  Jim loves America, and provides FLTC with a United mindset.

                                              Brian Katcher (Superintendent / Safety Officer)

Brian joined the FLTC team in 2018 as a Traffic Supervisor. Brian now serves as the FLTC Safety Officer, and Superintdentent.  Brian provides several skillsets to our team including immense traffic control knowledge, general contract management and a thorough knowledge of the MUTCD and all applicable specifications. 

 George Pesesky (Lead Dispatcher)

George joined the FLTC team in 2021 as a Scheduling Coordinator. George now serves as the lead FLTC Dispatcher ensuring all logistical needs of our clients are met.  George provides several skillsets to our team including but not limited to his emotional intelligence, team player mindeset, his traffic control knowledge, and a thorough knowledge of the MUTCD and all applicable specifications.
